Impact Areas

In 2021, CHANGE convened a Data Working Group consisting of data analysts and gender statisticians from each of the six founding cities. Together, the Working Group developed an index to help cities measure progress toward gender equality. The resulting quantitative indicators were chosen for their ability to measure a specific aspect of gender equity and for the ease of data collection across the member cities of CHANGE.

To supplement the quantitative indicators, CHANGE developed an additional 13 qualitative indicators to measure areas important for gender equity that are currently difficult to measure quantitatively. Through a data request to member cities, CHANGE has compiled a list of policies, programs, and initiatives that address one of the qualitative indicators. This database was compiled into the library below. The indicators are grouped into four focus areas: Economic Opportunity, Physical Autonomy, Local Governance, and Built Environment.
