Through a data request to member cities, CHANGE has compiled a list of policies, programs, and initiatives that address one of the qualitative indicators. This database was compiled into the library below.

Executive Order No. 16–S-2002 created the Quezon City Gender and Development Council, first established as Gender and Development Resource and Coordinating Office. This EO defined the functions and composition of the office.

Ordinance No. 2493, S-2004: This ordinance ratified the implementing rules and regulations of the Gender and Development Code of Quezon City as provided for under Ordinance No. SP-140, S-2004.

Ordinance No. 2493, S-2004: This ordinance established that every district should designate a Gender and Development Focal Person to serve as a coordinator with the GAD Council and for each district to appropriate at least 5% from their annual budget for GAD-related programs, projects and activities.

City Ordinance No. SP 1401, S- 2004: This ordinance provided the Gender and Development Code for Quezon City. It states that “All City government department, offices and instrumentalities shall ensure that women and girls benefit equally and participate directly in the development programs and projects of said department and agencies to ensure full participation of both men and women.

Ordinance created six Pride Councils for the six districts of Quezon City who will serve as the focal groups and contacts on all issues of the district, as well as the implementation of existing policies, programs, projects and activities for the LGBTQI+ community.

Executive Order No. 22, S-2022 – Reconstituting the Quezon City GAD Council.
This EO reconstituted the Quezon City Gender and Development council where the “QC GAD Council shall monitor the implementation of the annual GAD plan and budget and assess the status of the city government’s institutional mechanisms on gender mainstreaming.”
